Who we are

Aviareto is the Registrar of the International Registry of Mobile Assets.

Aviareto is a joint venture between SITA and the Irish Government, chosen by ICAO to establish and manage the International Registry under the Cape Town Convention. Aviareto combines SITA’s global aviation expertise with the strengths of Ireland’s aviation sector.

What we do

Headquartered in Dublin, Ireland, Aviareto has managed the International Registry since 2006 on a not-for-profit, cost-recovery basis, as the Convention requires.

The Registry is an electronic platform on which international interests in airframes, aircraft engines and helicopters are recorded, establishing priority on a First-to-File basis and recognised by all ratifying states. This work is carried out in accordance with the Convention, Protocol, Regulations and Procedures, and to best industry practices in electronic registry design and operation. The system has evolved across multiple generations and continues to develop. It is used every day by aircraft owners, lessors, financiers and their legal advisors, and the record has to be right, every time.

Aviareto reports to ICAO as Supervisory Authority of the International Registry and is advised by the International Registry Advisory Board (IRAB), which represents the community of users. The company works in close collaboration with the industry it serves and with its shareholders, SITA and the Irish Government. That collaboration builds shared expertise and knowledge enabling Aviareto to develop the Registry alongside users who depend on it. The result, built over two decades of operating the Registry, is one of the foundations of the legal certainty that the global aviation finance industry depends on.

Governance and Standards

Aviareto is subject to regular external audits of its operations, quality and security. The company is certified to internationally recognised ISO standards.

Rob Cowan

Managing Director

As Managing Director, Rob is responsible to the Board for Aviareto’s mandate to operate the International Registry. He engages with key international and government stakeholders, including ICAO, UNIDROIT, the Aviation Working Group and the Irish Government, and with academic partners such as Cambridge University and Trinity College Dublin. Rob joined Aviareto in 2006, following a career in technology and aviation that included the Irish Aviation Authority. He holds a BE in Electrical and Electronic Engineering from University College Dublin, an MBA from Dublin City University and an MA in International Affairs (Cybersecurity) from King’s College London.

HEAD OF TECHNOLOGY

Denis is responsible for the technology platform, cybersecurity, infrastructure and software systems that operate the International Registry and Aviareto’s corporate systems. He also drives the continuing technical evolution of the Registry. He joined Aviareto in 2015 and brings more than twenty years of experience in technology. Denis holds a BSc from Griffith College Dublin, an MBA from Trinity College Dublin and he is also CISSP certified.

Caroline O’Brien

Caroline is responsible for the Registry’s Product, Customer Services, and Compliance and Risk functions.  She joined Aviareto in 2009 as a Registry Official and has over 25 years of experience across the legal and technology sectors. Caroline holds an MBA from Dublin City University, a Diploma in Risk Management, Internal Audit and Compliance from the Institute of Chartered Accountants. She is also CISMP certified.
